My son recently had a Pirate Party, and I just couldn't resist designing these darling little Pirate Valentines. You could do all sorts of things with the printable, including Pirates booty, and pouches of gold coins. I chose to fill them with dollar store treasures. It was really not expensive at all.

Each bag contains a necklace, a ring, plastic coins, chocolate coins, and glittery foam heart confetti from the dollar store. The bags are also from the dollar store.
